Administration Support and services provided by the Town Council are managed and delivered by a team of four employees, comprising two in administration, one Caretaker for the Town Hall and one Maintenance person for open spaces and playgrounds. This small team, based at The Town Hall is led by Natasha Alexander the Chief Executive, Town Clerk, Responsible Financial Officer.
Chief Officer and Responsible Financial Officer
The Chief Officer is the Council’s Chief Officer employed under section 112 (1) of the Local Government Act 1972. As the Proper Officer of the council in law the Clerk is answerable to the Council as a whole. Individual members cannot give instructions to the Clerk.
The Council must also appoint a Responsible Financial Officer (RFO) to manage its finances and at Cowbridge with Llanblethian Town Chief Officer and RFO is the same person.
The role of the CO and RFO, although not exhaustive, includes:
- Advising the Council on legal matters
- Organising the Council’s procedures
- Gathering information to help the Council make an informed decision
- Raising the profile of the Council in the local community
- Implementing the Council’s decisions
- Providing administrative support
- Personnel management
- Project management
- Health and safety management
- Management of Council’s finances
The CO can have delegated powers of the Council to act on its behalf under the Local Government Act 1972 Section 101 (Discharge of Functions).
Whilst it is good practice for the Co to consult on the content of an agenda with the Mayor/Chair, the Clerk has the final say as Proper Officer and the legal signatory.

The Deputy Chief Officer supports the Chief Officer in the effective delivery of the Council’s statutory duties, strategic objectives, and day-to-day operations. Working closely with the Chief Officer, the Deputy helps manage the administration team, ensures continuity of service in the Chief Officer’s absence, and plays a key role in project delivery, communications, and community engagement.
Tim Stephens
The Maintenance Supervisor at Cowbridge Town Council is responsible for overseeing the maintenance and repair of council-owned properties and facilities. This role involves managing a team of maintenance workers, coordinating maintenance schedules, and ensuring that all tasks are completed efficiently and to a high standard. The Maintenance Supervisor plays a critical role in maintaining the safety, functionality, and appearance of public spaces and buildings.
Barry (Baz) Jenkins
The Caretaker at Cowbridge Town Council is responsible for ensuring the cleanliness, security, and general upkeep of council properties and facilities. This role is vital in maintaining a safe and welcoming environment for all users of council buildings, including staff, visitors, and the public. The Caretaker performs a variety of tasks, including cleaning, minor maintenance, and routine inspections.
